Projects proposed for Solar PPA and Solar Roof Lease financing must be prepared and submitted by a Eligible Contractor (as defined by Connecticut Green Bank's Solar PPA & Solar Roof Lease Terms & Conditions ).

Eligible Contractors may access solar PV financing under the Solar PPA & Solar Roof Lease, may be listed in the Green Bank's online contractor directory, and may access Green Bank marketing tools & support.

Contractors seeking the status of Eligible Contractor must meet all application requirements, attend a workshop, accept the Terms & Conditions , be in good standing with the Green Bank, and complete the form below. The Green Bank will determine if contractors satisfactorily meet all of these requirements.

Determine Eligibility

In order to become an Eligible Contractor, you must verify that your company is qualified. Please complete the information below to determine your eligibility.

Eligible Contractors are companies (including any related entities thereof) that have demonstrated capabilities to develop, design, construct, install, interconnect, operate and maintain commercial PV systems. Check all that apply to your company:

Company has been in business for at least three (3) years at the time of application.

Company has been responsible for the coordination, construction and installation of at least three (3) commercial scale PV systems within the last 18 months, each with a capacity greater than or equal to 50 kW (STC) and with a history of satisfactory functioning and performance;

Contractors that do not meet the above criteria may still be considered based on their experience and credentials in the commercial solar business.

Application Materials

Financial Capacity – You will need to provide verifiable evidence of financial solvency and health. Contractors should demonstrate their business has sufficient financial resources to be able to meet the cash flow requirements of the Green Bank Commercial Solar PPA and Solar Roof Lease. Submit the most recent two years’ financial statements, including income/operating statement, disclosures of any litigation matters, statement of cash flows, and balance sheet. Contact the Green Bank for directions on submitting these documents.

Resumes – Provide resumes for key individuals in the applicant company, namely those managing the design, installation, sale and, if applicable, service of solar PV systems.

E-1 Electrician License – Provide a copy of a E-1 Electrician License for at least one permanent employee or subcontractor.

NABCEP Certificate – Provide a copy of the NABCEP Entry Level Passing Score Achievement Certificate, or full NABCEP certification for at least one permanent employee.

Additional Licenses, Education and Training – Provide copies of any additional licenses, education and training obtained by permanent employees or subcontractors who will be directly involved in the Green Bank Commercial Solar PPA and Solar Roof Lease.

Subcontracting Agreement – If an Eligible Contractor plans to act as a general contractor and use subcontractors to install PV systems under the Green Bank Commercial PPA and Solar Roof Lease, submit a list of subcontractors that the Eligible Contractor typically uses together with an example subcontracting agreement. The subcontracting agreement should include the following details:

• Length of time the Eligible Contractor and the subcontractor will be working together;

• Subcontractor’s primary responsibilities / scope of work;

• Details of insurance coverage that subcontractor will carry; and

• Any other relevant terms

Insurance Requirements – All Eligible Contractors and subcontractors must meet the Green Bank Solar Commercial Solar PPA and Solar Roof Lease insurance requirements as described in the Green Bank Solar PPA & Solar Roof Lease Terms & Conditions. Upload a Certificate(s) of Insurance to demonstrate coverage

Legal Disputes – Describe any legal actions (civil or criminal) or pending legal cases in the past five years (be specific and include docket numbers) to the company or any of its owners or principals.

In-House Capacity – Estimate what percentage of the physical installation of a typical solar facility is performed by your salaried staff vs. that performed by subcontractors.

Are you currently one of the Connecticut Green Bank's Registered C-PACE contractors (to be considered a C-PACE Registered Contractor, a contractor has competed C-PACE training, submitted an application, and has been approved and listed on the Green Bank's website)?
